Game Settings are used to supply boolean, float, integer, and string values to parts of the core game engine that need to use them. These settings can be used for everything from low-level AI behavior to UI notifications when engine-level tasks (like trapping a soul) run. The settings' editor IDs and default values are hard-coded into the game engine, and ESM and ESP files can supply new values.

To edit a game setting, go to the Gameplay window in the Creation Kit's top menu, and open the Settings window. Settings are listed by editor ID (and you can use the "filter" box to search for specific editor IDs) and edited using the fields on the right.

Note that while all game settings are loaded, not all of them are used. It seems that Bethesda doesn't remove game settings from older games; among other things, there are numerous Fallout 3 leftovers referring to weapon repair and chem addiction.
