Right click on Skyrim in Steam and then click on Properties.
Then click on the language tab and select English and ok. The english files for the game are directly downloaded from Steam.

-As I started the Creation Kit the first time, some errors came up and made it impossible to start up the Creation Kit.

-I have the german version of the game and i think, that the german language caused these errors.
-Finally the solution for me was to right click on Skyrim in Steam and then click on Properties.
-Then click on the language tab and select english and ok.
-The english files for the game are directly downloaded from Steam.
-As the download finished, I started the Creation Kit again.
-When I now choose the files to load up there are no errors anymore and I can use the Creation Kit.
