The source of this "marked as obsolete" comment (and the other similar comments that you'll find on about a dozen different Condition Functions) was the page deletion log for these pages (not viewable now that the CF pages have been recreated). All the restored condition function pages were deleted by Bethesda programmers, usually with a short comment such as "no longer used." This does not mean they can't be used, as this page proves, so feel free to remove the obsolete remarks on CFs that you find to still be functional.
