Trying to create a new weather effect and noticed that this form does not work like the rest.
1) When creating new weather effects, while you can supply a name for the weather effect it will not be saved. Instead, the weather effect has a blank editor id. 2) Cannot rename duplicated weather effects.

- I noticed this last night, too. Just rename the weather in the Object window.
