:::You need to tick the "not sell/buy" checkbox in the faction vendor tab. I ran into the same problem and tried this after noting that all the other merchants had this selected. There doesn't seem to be any other documentation about this checkbox that I can find anywhere, so I'm going to go ahead and add it to the page until there is real documentation.
