Can you change the default name of a papyrus fragment when you just enter ; there? It seems per default the unique identifier is the formid. But this makes it difficult to gather all the fragments together to bundle it for your mod. And it might be possible that two fragments from different mods have the same name. Currently the page says "Speaker: Optionally, you can select an NPC. Only the selected NPC can say this line of dialogue."
I interpret this as "Only the selected NPC say this line". Eg. we can use this instead of a GetIsId == JohnDoe
I did a simple one-time test using only the Speaker form selector (with no condition script), but other NPC actors will say the line.

Topic Info Script Fragment Names[edit source]
