As of Skyrim 1.8.151, this condition function is not used in Skyrim or any of its official plug-ins. Because of this, this function's intended purpose or functionality is unknown.
Reverse-engineering indicates that this function returns 1 if run on a reference whose loaded 3D is or contains a BSValueNode that itself contains any child objects. It returns 0 otherwise. In Skyrim, BSValueNodes are used for the AddOnNode system, though the implementation details of that system (i.e. whether the add-on content is cloned as child objects of the BSValueNode, which would affect this condition function's return value) aren't yet documented here.
