Returns 1 if the run-on actor is under arrest, or 0 otherwise.
When run on the player, only seems to return 1 if a guard approaches the player. If the guard is not alarmed (which they will not be with the "Wait, I know you." dialogue), will return 0.
For determining if the player is in jail, use GetDaysInJail.
