If you run this command on an invalid ref using the console, it may tell you that it must be run on a "Container Object." This isn't a reference to Container forms, but rather to any form that has the internal data structure called TESContainer -- that is, any form that can have an inventory. You'd expect this command to be limited to Actors, but no, it can run on anything that has an inventory; it's just that inventory entries should only be marked as "worn" if they're in an actor, and being worn by that actor.
