IsPowerAttacking

• Returns 1 if the actor is currently power attacking.
• Used on perks, the power attack has to connect for the condition to run.
• Used on spell-side conditions, the game will periodically check if the caster is in the middle of a power attack and apply/remove associated magic effects to the target accordingly.
