Limitations of GetSleepStateEdit
If you ever wanted to check the sleep state of a actor while they are in a different location of the player, example the Actor Balimund enters the Riften Blacksmith and the player is in Riften Hold, Cells do not update live, only will update when the player enters the location of the cell, which GetSleepState in this case it will return 0
