Notes:

Return value is NOT a true reflection of (AliasRef == NONE)

• It IS a reflection that the alias met the criteria to have Clear() called on it
• Clear() does not yield and wait for the alias's reference to reflect EMPTY/NONE
• True means alias had valid reference, and is queued to clear it and may already have
• False means cannot be cleared, alias is already occupied
• does NOT return false if Clear() fails due to non-optional alias
