I GOT IT !!!
I found solution on bethesda forums
If you already got audio files (with correct file paths and succesfully generated lip files, but it does not work in skyrim, then read [http://forums.bethsoft.com/topic/1347417-dialogue-troubles/page__p__20346206#entry20346206 http://forums.bethsoft.com/topic/1347417-dialogue-troubles/page__p__20346206#entry20346206]

I am trying to do this quest myself and also got problems with voice not working (fast dialogue), how do you fix it?
* Create a WAV file via the RECORD button
* Create a LIP file via "generate LIP file" -> "from WAV"
* If you want to, you are free to convert the WAV into a XWM (use xWMAEncode from the latest MS DX-SDK)
* Now you can rename either the WAV or the XWM to FUZ - Skyrim will play it regardless, what format you have renamed

Some additional info:
Personally i did not try to rename XWM to FUZ, but instead i used third party converter to merge XWM+LIP to get FUZ file, and finally it helped.
I have done everything like in Bethesda tutorial - recorded voice files, then clicked "Save" button.
In "Edit responce" window i can see "Voice filename" field (grey-colored) "GSQ01_GSQ01MeetingBenduBra_00005A9C_1",
in Voice Type table just one row:

Voice Type: MaleDarkElf
Tutorial must be updated
xwm: N
wav: Y(L)
lip: Y(L)
ltf: N
path: Data\Sound\Voice\testquest.esp\MaleDarkElf\GSQ01_GSQ01MeetingBenduBra_00005A9C_1.xwm

When i browse that place on my hard disk, i see there just pair:
GSQ01_GSQ01MeetingBenduBra_00005A9C_1.lip
GSQ01_GSQ01MeetingBenduBra_00005A9C_1.wav
(no xwm file)
When i play my recorded WAVs in any windows player, i hear my recorded voice.

obviously extensions do not match, but how can i fix it?

also if it matters:
1) i use non english client of Skyrim game (CK is english, just some warnings about localization on master file loading)
2) In "Edit responce" window at the bottom there is a button "Configure" (just on the same line where "Record", "Preview", "Save" are), when i click it, a windows opens "Select audio capture device", if I select anything there and click OK, a new windos appears "Select audio format" without any options available, just an empty table, so i can just click cancel without ability to choose something else, is it just me, or you have the same bug?
3) also using win7 64-bit

By the way,
there is a working addon, but it is quite "sophisticated", 6 MB size, author even recorded audio for Bendu Olo automatic greetings, so unlike default (for non-english client), he greets in english (with the same voice as he talks about tutorial quest). Edit:
downloaded xWMAEncode.exe to convert sound files to *.xwm, so now i have *.wav, *.lip and *.xwm files, still does not work... Tried to convert back from xwm to wav to check if sound files work in windows player - they do.

i did everything up to beginning of objective tutorial. when i export dialogue and open it in Excel.exe, all needed files are "FOUND". Maybe they do not load in skyrim? maybe i should somehow make archive pack of my plugin to work?

also need to confirm, that this issue is not happening to someone else with windows7 64-bit.
