Both this written tutorial and its video counterpart suggest to duplicate an existing cell in order to create a new one.  It has a cost: when you duplicate a cell, the Creation Kit (version 1.9.36.0) marks the original cell as having been modified (which smells like a bug).  The Creation Kit itself shows that it is the case by appending a star at the end of the name of the original cell in the 'Cell View' window.  If you save your work and open it with TES5Edit, you will see that your plugin file contains an entry for the original cell.  This might lead to conflicts.
The cure is to use TES5Edit to remove the original cell (and its ancestor nodes in the tree if they're otherwise empty) from your plugin file.
The vaccine is to not duplicate cells, but to create them from scratch.  For this, select the 'World/Cells...' menu, which opens a 'Cells' window.  Right click on the list that's on the left of the window, and select 'New' from its contextual menu.

I'm sure it must be possible, how do I create an outdoor area?
