In order to start a quest from the Story Manager, that quest must be tagged to a specific game event. You can choose an event to tag a quest to in the [[Quest Data Tab]] of that quest.
When starting a quest from the Story Manager, if you want to access the Event Data for the triggering event, such as the Location where the event occurred or the Actors involved in the event, you must select the event type in the Event field on the [[Quest Data Tab]] of that quest.
