To create a new Visual Effect, right-click in the list of visual effects in the [[Object Window]] and select "new" from the popup. To create a new Visual Effect based off an existing one, right-click the Visual Effect you wish to use as a basis and select "duplicate".  To delete an existing Visual Effect, right-click that Visual Effect and select delete.
One example of a Visual Effect is the glow of a Draugr's eyes. The glow is turned on and off by the ''DraugrFXScript'' Papyrus script (attached to a [[Magic Effect]]), and the 3D model used for the glow contains special data (see talk page) which tells the game to attach the glow to the Draugr's head specifically.
